Has eBay changed how the compute your dollar monthly limits?

Last month(and for years before that) I've had a 20,000 item limit, and a $4M limit. When the first of each month rolls around, my unsold items get automatically relisted, decreasing both the item limit, and the dollar limit. But, when the dollar limit decreased to zero, my items would still re-list, as the ending items dollar value would replenish my dollar limit amount.

But, now that's not happening...my item limit is still decreasing, but my monthly $4M has been reached, and all my listings that end, are not re-listed, but go to 'unsold'. I still have 104+893 'promotional' listings available, but I'm not able to use them. I have over 12,500 listings that will end throughout the month, and not be re-listed, which, normally, they would.

I have tried to increase my dollar limit, but was denied.

Has eBay changed how their dollar limits work, or is this a 'glitch'?

Thanks!

Hmmm.....I don't see the 'edit' button in my post above....would ending some of my higher $$$ listings 'free up'/increase some of my monthly limit dollars?, or once limit dollars are used, ending listings would not replenish my limit dollar amount?
