I appreciate any help anyone may have with this frustrating error. I am currently running two accounts. Using the same exact Excel spreadsheet I am able to bulk upload numerous comics in to account but not the other. Account (a) is entirely successful (only a warning about paypal money being held temporarily - no problem). Account (b) is continually failing. I get a warning - 21917121 - "Warning - Condition is not applicable for this category. The condition value submitted has been dropped." and a Failure - 21919136 - "Error - Add at least 1 photo. More photos are better! Show off your item from every angle and zoom in on details."
Loading that exact same spreadsheet to account (a) it is fine with no photo. I can just go into the listing and add a photo via the Ebay app. Easy.
So far as I can tell there seems to be an issue where account (b) is not subscribed to/hasn't authorized File Exchange. Does this seem valid? The further issue is that the old way of adding a subscription to one's Ebay account doesn't seem to work. Subscription now just takes you to the option to pay for various store options. Old links to the page are broken and old tutorials show a now obsolete way of allowing File Exchange to run.
Is my intuition right that this is the source of the problem? If so, how can one subscribe to File Exchange now when Ebay has seemingly changed the process?

Update? I have seemingly successfully added the File Exchange token and yet, it still is not working and what on one account uploads successfully (without a photo) , on the other is demanding a photo be entered in the PicUrl cell on the excel spreadsheet. Any ideas?

Could this first warning be an issue?

I would need to know your other account to see why 1 account was limited and the other not. according to the error message you provided it says that the images weren't uploaded correctly.
What I will have you do is email our File Exchange customer service at an email "turbodata@ebay.com". Attach the file you tried to upload and use the email address of your second account, the account that got the error message.
Also make sure you are aware that we do not allow sellers to sell the exact same listings on multiple accounts. This bypasses our policy on selling limits and can cause issues. You mentioned you uploaded the items onto one account without a problem but then you tried to upload the exact same file. This suggests you are listing the exact same items on both accounts.

Thanks. WIll do. One is a personal account and one is an account I run for a business. I only attempted to upload it on my personal account as a test as I was fairly sure I had the csv file filled out correctly and was still getting the error. After I saw that it worked on my personal account I unlisted/deleted the items. I still have no idea why the exact same file would work on one account and not another.

I would recommend further testing be performed only on the destination account, rather than on your personal account. Use the Action "VerifyAdd" instead of the Action "Add" to avoid actually listing the items while testing your uploads.
1) The first warning sounds like one account uses business policies, while the other does not. If so, then the payment, shipping, and return fields can not be shared across the two accounts. One account might use all of those related fields, while the other would use only policy fields like "PaymentProfileName", "ReturnProfileName", and "ShippingProfileName".
2) The "ConditionID" value must be a number. Are both accounts listing to the US site? If so, make sure that the category is correct for the item. Only categories for physical goods carry a condition field. Only leaf categories are allowed - that is, keep selecting categories down the branch until there are no more selections that can be made. Not all Condition numbers are valid in all categories, so be sure to select a number that is appropriate for that category
In choosing Collectibles > Comics from this older page, we see that ConditionID is not available for comics.

Instead, use the "ConditionDescription" field to describe the condition of the magazine, which translates to "Seller Notes" in the listing.
3) I'm not sure why a PicURL was allowed to be empty on one account and not on the other, but something should always be supplied, even if you plan to delete and manually enter new photos later.
