More info... there appears to be a caching issue, so it matters where the unblock is applied. If we unblock at one level and then reblock at a different level, the pages that have already been unblocked may remain so until the browser is closed or until the page is forced-reloaded.
Thus, berserkerplanet's suggestion to unblock and reblock at only the point of download minimizes the number of pages that could remain unblocked due to caching.

Here is a picture view of the Firefox workaround suggested by @berserkerplanet
Upon reaching the above screen in eBay's Bulk Edit and Revise (BEAR) tool where the file download is blocked, change your Firefox settings to remove that block.
Paste this line into the address bar of another Firefox browser tab:
about:config?filter=security.mixed_content.block_active_content
This Firefox page will open for your agreement.
When you agree, a settings page will open with only the bookmarked setting displayed. Double-click anywhere in the row to toggle the setting from true (default) to false (user set).
"Export to File" and then save your download. When done, return to the above screen and toggle the setting back to true (default).
Repeat as necessary for each download.

Works well! Thanks!! @shipscript
Your description of the issue implies that you have to change the setting for each download. For members with more than 500 listings, They can wait until they have downloaded each 'batch' of 500 items, download the next, etc. Then change the setting back after all downloads are captured.
Also, there is no windows confirmation of each download. Look at the download arrow to see if the download happened.
Also, each download will be a generation filename. That means that the filename is the same for each download, with the addition of (1), (2), etc., to the filename.
Example: My first attempt to download the first 500 of my listings, produces a file named listings_022818.csv, the second batch of 500 will be downloaded with the filename listings_022818(1).csv, the third, listings_022818(2).csv .

(sorry - late getting back to the party 🙂
A great job of creating a visual and explaining the permutational gotchas. @shipscript @dollybeauty
I concur with all your findings that I tested. It has not been fixed (still the same in Firefox 31), and there is a caching issue - once a page is loaded and is granted mixed content permissions via the toggle, it retains those permissions until reloaded.
Best approach for users needing to do this is to wait until the last possible point to toggle the setting (because sekuoority), but for those doing a lot of repeated exports (more than 200/500 listings), toggling it earlier (at the BEAR editor page just before selecting the edit export option) may be more efficient.
In all cases, when doing this, users should keep in mind that they are operating under slight reduced security, make sure not to stray from the export and/or BEAR editor pages to other pages while the setting is toggled to false, and change it back as soon as done.
(In a tinfoil hat universe, ideally any pages that were affected by the toggle should be deleted from the cache or reloaded to negate the permissions, but I wouldn't be to concerned about hackerzez leveraging a temporarily cached BEAR editor page to somehow sidestep elsewhere - assuming some sort of exploit is even possible)
