Hi,
I tried to use File Exchange CSV template to upload an item. When trying to use "VerifyAdd" Action to test, I got a "Success" in Status. So I suppose my content and details are all tidied up properly.
Then I changed the Action to "Add", all exactly same contents, but got an error 240. Error message is:
"Error - The item cannot be listed or modified. The title and/or description may contain improper words, or the listing or seller may be in violation of eBay policy."
When I tried to use the regular eBay selling form to create this item manually with the same title, details, image, content, item specifics, price, etc, for everything, no problem to create, no error at all. So I guess my title and content should be alright.
Anyone has any idea why the File Exchange upload is encountering an error while creating the listing manually has no problem?

The issue is the second part of the error. You do not have the correct country code in your meta data. Change 'Country=US' to 'Country='HK', in cell a1.
Will be back in about 11 hrs, to see if that works for you. Others may see other things to correct, but the file looks ok to me.

Your question has reached the US community.
Since you are registered on the HK site and live in HK, there may be several reasons you are encountering this error. Without being able to see your FileExchange csv file, it is difficult to answer your question. Remember that when you use the online listing process, some options are set for you, yet when you use FileExchange, you must set these options in your csv file.
Let us break down this error.
"The item cannot be listed or modified.
1) Are you trying to list on another site than HK? You must subscribe to FileExchange on each site that you wish to list on (that you wish to upload a csv file on). If you are subscribed to FileExchange on the US site, The 'Site=', in cell A1 of your csv file, must say 'Site=US'. Your 'Country=HK' will remain the same for all sites, as long as you are shipping your items from HK.
2) Are you trying to upload items from a different member account? Each account you use must subscribe to FileExchange (and on each site that you wish to list on).
"The title and/or description may contain improper words"
eBay's bots may misunderstand some words/phrases that you or I may not find 'improper'. There may even be spaces/periods intermixed into these words/phrases, that eBay does not wish to have in their site. These can be very difficult to find.
"or the listing or seller may be in violation of eBay policy."
Note that each site may have entirely different selling limits. You may, if selling on another site than HK, be in violation of your selling/category limits for that site.
Summary. Without seeing the csv file you are uploading to FileExchange, we can only guess at the issue. Above are some possible reasons for your issue, but may not be all of the reasons.
Also note that FileExchange and the online processes are different programs/processes. Your site may have updated the online process, yet has not updated the FileExchange process to the same API version.
Please reply to the above. I am always curious about the solutions foreign members find to FileExchange issues.

Appreciate your quick response to my question.
Perhaps I attached my upload CSV file for you to take a look will be better? I took away some personal details from the file. Anyway I don't think those personal details are the reasons for the error.
I'll also attach the 2 File Exchange Response file, one with the Status "Success" when I tried to use the action "VerifyAdd". The other one with the Status "Failure" when I actually wanted to add the item in my eBay store. I'm just confused why the 2 actions will return 2 different outcome. I suppose the "VerifyAdd" will just have the same process as "Add", but only it'll not actually add the item into the store, right?
But here in the Community, CSV file is not an acceptable file format to attach. Please see if you can download the files from below Google links:

1) My account is registered as a Hong Kong account, but I'm trying to list in ebay.com. And believe I've downloaded the correct File Exchange template for US.
2) I'm just managing everything in this one single account all the time.
