Error 21919309 when updating Price and Quantity

Trying to upload a file for price and quantity only.   Getting error 21919309 which is referencing an "item specifics" and it will not correct the inventory quantity.   Started happening yesterday afternoon.

Any one else having issues?

This response is late, and perhaps you have found your solution.  When eBay has an "item specifics" mandate, you won't be able to revise the listing without also addressing that mandate. You should find an "item specifics" button in Seller Hub above Active Listings, where you can download a spreadsheet to bulk update your missing Item Specifics. After that update, then your price and quantity revision should work.

Yea, that did the trick until yesterday.  eBay change an item specific which could only include one value, even though it is common place to have multiple in our main category.  

Now we are getting 23k errors about return option missing even though there is return information in the listing.  These listing do not have an error for any item specifics.

I see that all the rims I checked have "no returns" while other listings have "30 day returns". Revise a listing that has a "returns issue" to see if you are told the same thing when trying to save the revision. I seem to recall a problem with the bulk editing tool a month ago where some fields were dropped or reset when bulk editing.
