I get that message sometimes though I can't remember what page I'm on or going to when I get it, other than it's not on the help pages. Usually it stays on my screen for a couple of seconds or so then everything goes back to normal. I never tried it in a different browser. (I use Chrome, Internet Explorer never works right for me any more.) The help pages are working for me, and I haven't received the too many redirects message today.
Have you tried clearing your cache and cookies? It doesn't always clear things up but can be a good place to start.
