I'm a small seller who is just selling random items around the home.. Household, clothing, and so on..
I've looked high and low, but can't really figure out if Ebay will allow me to do Multi-Item purchase discounts.
Is this a service I have to pay for (like a monthly subscription)?
I'd like to do something like "Buy 2, receive 15% off". That sort of promotion. Can I do this at no cost to myself?

The only thing they allow you without a subscription to do is volume discounts (2 or more of the same item). I don't know (like for CDs) if you can do a variation ad and have that pass through. Problem with that is that variation ads really doesn't work all that well on ebay from a search and promotional stand point (tried it).

I recently had a listing (as a non-subscribing/non-business user) and it allowed me to have the volume discount on the listing, but the value shown in buyers' carts was not discounted. This led to a great deal of confusion and frustration. Ebay should not allow the volume discount to be applied to listings if they aren't going to then honor the discounted price in-cart. Frustrating...

No store is required for this particular multi-quantity discount, which is available to all sellers on the listing form. The discount in the cart is not applied to the price, which is displayed at the original value. The discount is shown as a separate value in both cart and at checkout. Below is a 15% discount on two items.

Thanks for the reply! Is there something special that needs to be setup for the discount to apply? I saw screenshots of the buyers' carts and it did not show any discount(s) despite being listed on the ad as 5% for multi-buy. Thanks in advance!

I don't think anything else is necessary. Perhaps there is a difference between mobile and desktop. Can you add it to your current listing so I can test with desktop?

Got feedback from another user that the discount is now working. Not sure why as I changed nothing, just made a new listing. I sure wish Ebay had a way for us to preview what an end user sees when it comes to cart and applied discounts.

Yes, I do see it. I placed two items in my cart and I see the discount as a separate deduction.
You can see it as well. Simply log out of eBay and view your listings as a guest.
Most browsers have an Incognito or Private Browsing mode that you can open at the same so that you don't have to log out of eBay on your primary browser.
