The start page located at (https://www.ebay.com/sl/prelist/suggest?sr=shstart) is broken and completely useless if you have a relatively large number of listing templates.
The list of "your templates" on that page that you can choose from is a random subset of available templates. It's not sorted alphabetically. It's not sorted by most recently used. There's no way to change the sorting or to specify which templates appear on that page.
If the template you want to use for a listing doesn't appear in eBay's magically selected list, this page is useless.
Why use it? Well, this happens to be the page that is linked to via the "Create new listing" link when you complete a listing.
eBay is complete and utter garbage when it comes to creating EFFICIENT workflows for sellers. The people engineering this crap have ZERO experience actually using the platform.
I'm paying eBay thousands of dollars a year. Fix yer sh*t.

Use the "?" at the top right of the page to send comments to the page owners. Since the comment length is limited, send specific details about what is not working or not performing as expected, and what you would like changed.

I've done that numerous times (including on that page). I've never seen it bear fruit or response, but like an idiot I keep giving them feedback in the futile hope it will actually accomplish something someday.
