I've received a message from a seller for a pair of Nike shoes that I hadn't accepted bit offer on but I never even did on them at all and told them that and they're just requesting that I pee and I'm not paying so who do I contact and what do I

Check your Purchase History. If they are there maybe you hit the wrong button and accepted his offer. If they're not there, ignore him.

If you did commit to buy, you can ask the seller to cancel or just not pay and accept a NPB strike.
