Can the video be approved while the listing is in the draft folder?

I don't want the listing to go live while the video awaits approval.

Yes, a listing can remain in drafts while waiting for the video to be approved.  I had one last week get approved within the stated 48 hour review period while still in drafts.

No notification.  I found it visible when I checked again a couple of days later.
