Can I post about an app I created here?

Hello,

I'm new to this community and before I stick my foot in my mouth I'd like to know if discussion of new apps is allowed in this discussion group.  I see a lot of posts about support of apps.  I'd like to post a new app I've created and get a discussion going around it.  

Is posting about my own app and creating a thread about it allowed behavior here?

I suppose I'm trying to find grounds to advertise my free website.  As I see support threads for various existing apps they appear to me to be advertising the app.  So I suppose I'm asking if the Tools & Apps can discuss apps or if the strict rules in 13. apply here too.  Is it OK to discuss Tools & Apps through a new thread or should Tools and Apps information be limited to replies only?

@tomhanderson, as it says in the guidelines, advertising your items, listings services or apps is not allowed on this forum.

This board is for discussing eBay tools and apps, which are provided and supported by  eBay. It is not for discussing third-party apps.

Can I post: "I'm having trouble with app X"?

Can I not post : "Check out app X"?

I used to have one of the top apps at Etsy and they had a forum to talk about 3rd party plugins and I suppose that's what I though this was.
