Brand new TL install will not launch on Windows 10

Hello; 

I finally got TL to launch under Windows 7 (by deprecating IE by 2 entire levels); but now I want to migrate to Windows 10, so I installed a fresh copy (from a recent D/L) on a new PC .... But ... 

It will not launch ... I see a small dialogue box pop up really quickly, then nothing: it's not even in the Task List. 

I've tried changing various Compatibility settings, via the Properties dialogue for TL, but no joy ... 

I've seen add'l suggestions in other Discussions; such as: deprecating Flash, but I'm pretty sure it'll get re-installed the next time the (any) browser detects it. 

Is there perhaps some way to put in a Trace that would help to troubleshoot what's going on? 

Or, does someone have a definitive answer to this ..?

Right click on the Turbo icon, then click 'Run As Administrator'.

The first time TL runs, it needs to set up hidden system directories.

Note..You do not have to depreciate IE! But you do need to make sure that the Internet properties for IE recognize TLS 1.2

All switched on: TLS 1.0, 1.1, & 1.2 ... (but not SSL 3.0)
