I purchased a lot of two A/C capacitors and learned from HVAC technician I ordered wrong size.
The seller advertised free returns, but when I told him of my mistake he said he would appreciate it if I
didn't return item(s) because he would lose profit.
Any thoughts and suggestions?

My first thought is to open a Return request. The seller can refund without requiring return shipping, if the seller so chooses.
ETA: Find the item in your Purchase History and tick the big, blue 'Return this item' button. Select the reason for your request, confirm and submit it. Your seller will respond. If the seller doesn't, eBay will. Good luck.

They offer free returns, I'd return them.

If they said free returns, then you can return. Offering free returns is a help to making sales. The offered it, they have to accept it.
