returns

im a seller and my buyer claims the item was damaged when arrived even though it was properly packaged. The auction stated no returns but I refunded him anyhow but he never rerturned the item and cant figure how to contact anyone at ebay for help

Sorry this happened to you; however, you might need to take a quick spin through eBay's rules about item not as described cases.  Basically, the seller is not required to refund until/unless the item has been returned back to him.  To that end, when a buyer opens an item not as described case, if the seller wants that item back, he has to send the buyer a prepaid return label.

By refunding without getting a return, eBay assumes you didn't want it back.  Don't think contacting anyone at eBay will change this result.

Unfortunately like they said before me, you are out of luck, money and merchandise. I just ran into this with someone claiming the light fixture that was in original packaging, followed by wrapped in bubble wrap and put in yet another box, came with the glass shattered. Theres no way, he wanted a full refund but refused to mail it back to me or provide pictures. This was a $125 fixture and after some investigation, I found out they are resellers on here so im sure they thought id do what you did and refund money and not have to send it back so they can resell it. Unless you have 💯 proof its damaged, dont refund the money. They need to send it back and once you get it, you can refund if its a valid claim. I learned this the hard way like you did a few years ago. Sorry it happened to you, do some research on the many scam resellers do. You'll be amazed how crooked some people are. Terrible
