ebay now only allows 2 days to refund a buyer. My buyer got brand new pants with tags and he claimed the size is wrong. I want to offer a partial refund but ebay rep says I must contact buyer and ask permission. That gives the buyer only 1 day to see message and respond. Getting more ridiculous all the time

Sellers and buyers are expected to communicate and reach agreements before returned item reaches the seller.

 

eBay policy is 2 days to issue a refund from date of receipt of returned item which is plenty of time to inspect the returned item.

 

Your post states buyer claimed Size is wrong and at least to me it is not clear whether the case is SNAD or remorse Does not fit.

 

I assume you have a valid reason for wanting to issue a partial refund as your post does not state if items condition has been changed by the buyer and you can not relist sell this again as new with tags.

 

Partial refund issued will result in FVF not being credited to you and almost certain negative feedback. 

 

If you are a top rated seller then there are certain scenarios where eBay allows seller to issue a partial refund (Minimum 50% of item price) and it is good CS to advise the buyer why a partial refund will be issued Reasons like item is used, washed, pieces/ parts missing. Buyer can appeal and eBay decides outcome.

I am unsure what type of claim the buyer opened  but if your money is not being held you certainly  do not need permission to do  a partial refund.

 

when you send a partial refund its coming out of the original money

if the deal still goes bad then you just have to return  whats left
