how do you get eBay to help with a crazy refund request. they should represent the sellers too

If you want the item returned before refunding, don't get Ebay involved.
Accept the return and provide a shipping label.

I sold a picture for 400. I forgot to send the original bill of sale with the Picture. I mailed it first class mail and he said he did not get it. so now there is a 400. hold on my account. he says he want to keep the picture.

Offer to send the bill of sale via regular mail.
If buyer doesn't want that, tell them to open a return for "changed mind".
They will pay for return shipping. ETA strikethrough because this would be INAD as Kensgiftshop posted.
Tell buyer return for refund.
Have they already opened an official return? Or is this through messages?

Why tell buyer to file a remorse return?
It was the seller that didn't ship the receipt with the item, which was mentioned in the description, so it would be an INAD.
If they shipped the receipt First Class, they have no proof they shipped it or if the buyer received it.

I just think returning the item for a piece of paper is silly.
The bill of sale could be mailed with a tracking number or regular mail.
Why is a piece of paper so important?
ETA looks like seller is saying they did ship it regular mail and buyer says they didn't receive it so..
But they also say buyer wants to keep the picture.
Buyer options are return for refund, I guess INAD since the bill of sale is missing.
OR keep the picture.

@kensgiftshop I looked at the listing and you're right the bill of sale is a prominent part of the item.
So seller's mistake there and yes it would be NAD.
