Package was delivered iby postal carrier in clear plastic bag "item damaged by postal service" with original packaging torn open and item missing.

 

Now What?? I go into an endless loop when trying to find an answer?

You refund the buyer in full.   It is your responsibility to get the item to the buyer intact.

 

If there was insurance on the package, you may try to open a claim with USPS.   Don't be surprised though if it is denied on the grounds of inadequate packaging.
