I bought the product on 09/23/21 - the seller refused delivery - although he promised all over the world. I offered a different address in the USA - they refused to change and until that moment there is no refund money on the account

Seller is bound to honor the address on the ship to address , buyer has the option to change it Everytime the complete the purchase.  Seller is just following the policy, making sure she/he is protected in case buyer would claim not receiving it. If you want to be delivered to a diff address ask the seller to relist, repurchase and make sure to use the right address. Then cancel the original transaction.

It doesn't work that way.  If the seller didn't  refund  you must file an item not received case  to force the seller to refund. You won't  be able to do that until after the expected delivery date  in the listing has passed.

Did you receive a notice that the seller cancelled the order? If it was cancelled you will be refunded but it may take a little time for it to be processed.  If they didn't cancel it, you can file an item not received claim the day after the estimated delivery date. Or, you can file a claim now with Paypal or your credit card.
