I returned three fabric flags to the seller. The seller refunded me for one of them but hasn't refunded me for the other two. I returned them all together. I provided him with the USPS tracking, and he is dodging the refund, refusing to refund the other two items which were all shipped together. So I am looking to see if I can see where I can ask Ebay to contact this seller to process the refunds.

You have to file a case with eBay.  What was the reason for your return?  Some sellers don't take returns. If it's not as described, then your covered. When you file the case, add the tracking number to it.

I'm with @simba6. Did you open a Return for the flags? Were the flags all on one order?
