I sold an iPhone on eBay. The day before it was due to be delivered the person messaged me and said her husband bought her a phone and she doesn’t need it anymore and would like to return to me. I didn’t respond because I had a no return policy. The next day the person requests a return because the phone “was scratched”. The phone was in perfect condition and barely ever used. Mint condition. Obviously the person just wanted to return it so they said it was scratched. This is a total scam. What are my options? Can I file a complaint? I have the messages from the buyer and pictures of the phone showing impeccable condition.

No Returns does NOT mean no refund (due to eBay 30 Day Money Back Guarantee).
If buyer opened a return case as 'item not as described' (which the 'scratch could be the 'reason' they are using)- there is nothing you can do.
You have to approve the return. You have to approve the payment for the return shipping. You get the phone back. You sell it again. That is retail in the 2020s.

What happens if the phone is damaged when I get it back? I will never use eBay again. What a mess.

this is just a simple/garden variety case of return abuse
you are expected to proceed with the case and grant a refund
there is no real point playing the "what if" game
we cant tell what is going to come back till it does

Welcome to "no return" policy selling. You may wish to reconsider that.

It's NOT just an 'ebay' thing; anytime you accept an electronic payment and ship something out, you stand to have to refund and in some instances, get NOTHING back (google 'charge back'; something that buyers do by contacting their credit card).
You may even get back a rock or a different phone. There is NOTHING you can do because your word alone is not worth anything. Buyer over Seller on almost any selling format. Photos can be doctored, of something else etc so photos are NO proof.
Only way around this is to sell local for cash in hand.
