Click Help & Contact at the top of any page, scroll to the bottom, click contact us select the most appropriate box at the bottom of screen. Continue to click the appropriate boxes until you reach a page that says Have us call you on the left side of the page.
I know it’s a lot of clicking but it’s the only way to contact eBay.
