You used ebay international shipping? If they think that there might be a problem with those items being imported, they will send them back to the seller. I've read about a few barbie dolls and accessories being sent back to the seller even when it appears that those items can be imported to that country.
If the buyer still wants them, you can check the ups or usps site to see if that country restricts those items. If they don't, you might want to send them yourself via USPS.
No, I was referring to ebay international standard because I didn't think that ebay referred to the gsp as 'our shipping partner'. (quote in the op) Not sure why I didn't check earlier but the op does use the GSP and they also return some items back to the seller without giving an exact reason why.
Some countries do NOT allow any used clothing. Perhaps the folks at customs in that country are idiots and didn't realize that these clothes are for dolls and not very, very tiny ladies. Did you mention this to the buyer. Of course you will have to refund. I would call ebay and see if they will return the fees from this transaction . When you relist, make it a USA ONLY sale.
