Someone try to purchase an item that's Pick-up Only. So the funds had to be return. Why is eBay charging me the fees for the buyer error?

Did you refund the buyer or did Ebay?
While the funds are being held, you have to pay the refund, then the buyers payment will be sent to you, when the hold is released.
