So I had bought something from this vendor he claimed it was authentic and his post, and once I receive the item inspected it and it was not authentic. I reached out to him, asking for a full refund. On the post, he did not except returns but when I messaged him, he offered partial refund I declined, and I pointed out every single flaw to the item. After some back-and-forth he excepted the return request, but I am hesitant that he will still send me a partial refund when I didn’t agree to one what should I do?

If the item you received is "Not As Described" simply go to your purchase history, locate the item, and use the drop down box options to select that option ("Description"") for a return.
Do not continue back and forth with the seller at this point.
You will receive instructions as to how to proceed from ebay....(depending on the sellers policies)

Why bother with "reach out" and the back and forth dialogue?
Just open an item not as described case. The seller will be required to send you a prepaid return label and to refund in full when he gets it back. There is no such thing as accepting a return request. Once you open the case, he has just two choices: send the return label and refund on receipt of returned item or refund and let you keep the item.
