Hello,
So, let me just start by saying that Ebay's photo uploading process is absolutely terrible. I am losing precious time to return a defective item that I received SIMPLY BECAUSE THE PHOTOS I'M UPLOADING ARE NOT BEING ACCEPTED. It keeps telling me that I need to upload the photos on JPG, JPEG, XYZ format. I have read every thread on solving this and none of the solutions work. I have tried using different browsers, uploading the photos in all of the listed formats, restarting apps, clearing history/cache on the browsers to no avail. This is insanely frustrating and should not be required. On that note, does ANYONE have a solution on how to fix this?

Yes @aa-9270 right-click/long-press/whatever to download an image from the listing
then upload that into the return request.
If the seller asks for more photos later, you can either ignore or send them via a your My eBay Messages message.

Use your phone for the return - take a picture once eBay prompts you to do so. Use the camera via the eBay app or web tool - don’t upload a stored photo.

if it were me I would just copy a picture from the listing
the pictures do not have to show any problem or defect
pictures are not used to decide anything

I have uploaded a picture from the listing and the return page will still not let me click on the "confirm return" button and submit the request. Any other thoughts?

Type a message in the message box. Then place your curser all the way to the left before the first letter and hit the backspace or left arrow button. The confirm button should be active then.
(It's a programming error that's somewhat common around the internet.)

This hack doesn't appear to be working anymore, and it's still not recognizing local .jpg images as valid image sources.
