How do I get in touch with someone, I want to speak to a live person,one that speaks english

Go to what you want to "return". Dig in, scroll down the page.
Use the "call back", but be aware that you will speak with an off-shore CSR that will give "scripted responses".
You may be better off first posting what problem you are having, here on the community boards, where experienced buyers/sellers may be able to help in guiding you to a solution.
Do not post sensitive info. No seller "name & shame". Just the general problem that you are experiencing.
Contacting CS via "eBay for business" messaging, or on the twitter will get you "better" CSR's, but they may, depending upon the problem just refer you to links that take you back "off-shore".

Or you can get a speedy answer to your question by asking it here.

The vast majority of responders hear speak (well, type) English...

A person with an accent speaks at least one more language than you do.
The phone reps do not work for eBay so don't bother with them. They work for a subcontractor out of Utah.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.
