Seller won’t give me a return address per their protocol returning terms … customer is to ask them for their return address because they require I get address first before they will allow me to return my item. I made that request many times. Company keeps insisting I keep the item that they sold me that is NOT as described and is misrepresented and is missing parts (blouse missing all buttons) They keep telling me not to return because doing will create using too much of their time and will be costly. For 3 days now I have told them of the problem, asked for return address and they won’t give it to me. My time window to return will run out eventually and they keep avoiding my request. This in turn is stalling my return window time allowance.

Stop communicating with the seller -- they are deliberately stalling you!
Go to your "Purchase history" screen.
Scroll down to the item which you wish to return.
On the far right, there is a cluster of boxes, which may say "View similar items," "Leave feedback," or something similar. Scroll down to "More actions."
Click on "Return this item."
Click on "Missing parts or pieces" or "Defective item" (your choice).
Click on "Next."
Follow the instructions.
Your seller will now need to send you a prepaid label for the return of the item. If the seller fails to send you a label, eBay will refund you, and you keep the item.
If the seller sends you a prepaid label, ship it back to the sender. The sender must refund you after receiving the item. If the seller fails to refund you after the item has been delivered, eBay will force the buyer to refund you.
But first -- STOP COMMUNICATING WITH THE SELLER!

Return an item for a refund | eBay

The seller is absolutely stalling you hoping it will time out and you will be out of luck. Follow the instructions given on the other posts and start a return but make sure your reason is "Item is defective". You cannot change the reason later, you cannot close a return and reopen one, so you want to get it correct the first time.
The seller will have to send you a shipping label or you will be able to escalate to eBay, don't talk to them anymore, and just follow the steps to get this resolved.
If you have questions, come back and ask before doing something else.
