Seller want a returns label to send an item back
Do -they need to say they want to return it to generate the label?

If you offer 'free returns' ; you provide a label. If you offer "buyer pays shipping on returns", but offer returns, buyer provides label. If you don't offer returns and buyer opens a 'not as described' you will pay for the label.
How was your listing listed? Did buyer open an official 'return' and if so, used what reason?

Why would a seller want a label?

Is buyer asking seller to re send the item?
If yes then seller is within his rights as item must have been returned due to an error on buyers side (Incomplete address, Gone away, Refused or problem accessing address etc) Seller can also deduct cost of sending the item in the first place from the refund.
Buyer can take his chances and open an INR ( Item not received) case which in mu opinion he will loose if track& trace website shows that delivery was attempted ,failed and item was returned to sender.
Is this does not answer your question then kindly advise why Seller wants to send an item back?
