Hello. I was purchase a code for a game for Pokemon Sword. The seller I purchased from only doe a link trade, as he put he doesn’t have the codes to send me. So I ask to cancel the order. The seller said he couldn’t because Ebay was very glitchy. A couple hours later, he mark the item as shipped. So I ask again for a refund of the item. He the did a partial refund and said I accepted the refund. He said that I can’t get a full refund because of fee Ebay sends. Now he keeps spamming me with messages. Anyway to deal with this? It says no returns.

You should not open a not described case because that is saying you received the item and it's not as described. eBay will tell you to return it and you don't have anything to return. When a seller cancels and refunds they only lose the .30 transaction fee and they can't deduct any fees from the return.
File a not received case and escalate when you're able to.

Can you start a case? If so, start one as 'Item Not As Described' and explain the same you've here
If you don't have that option, you need to talk to an eBay rep to guide you. This is how you contact them
Open an eBay page
Top left corner, click on 'help & contact'
Click on 'buying'
Bottom of the page, left side, Click on 'returns and refunds'
Click on top of the page 'return an item for a refund '
Go to bottom right of the page, in very small print click on ' have us call you'
eBay will call you in 2-9 minutes

So i called Ebay about it and one told me that since its a digital item i couldnt get the refund. However she said the messages that the seller was spamming is inappropriate, harassment and not in the Ebay guidelines she will report him. Apparently had he just cancel the order due to the buyers request, he would have gotten the fees return. Dont know if she did. Dont know if she didnt.
So i called again. Got another rep. Told her the problem and she put item no recieved right away since i couldnt do it on my end. After that, the seller just refunded me the rest of the money. So thank you.
