Seller only have a partial refund. Shady response.

I returned an item. The buyer only refunded half the purchase price. When I asked he said eBay kept the money.

There should be something in the ebay message notification regarding the refund where you can ask ebay for help if you feel the refund is not fair. Check ebay messages for that.
