Seller doesn't accept returns for this item

I ordered a laptop charger that a seller listed as having only been used for a week. When it arrived it made a rattling noise like there was broken plastic inside and there was a smooth spot on the side they didn't show in photos that looked like the plastic had been melted or something.  Plugged it in optimistically and nothing. When I try to initiate a return it says "This seller does not accept returns for this item." in a blue bar and even if I select defective item or not as described as reason I have no option to advance. I messaged the seller a few days ago about it and they haven't responded.

ALL eBay buyers, as well as ALL eBay sellers, owe it to themselves to get acquainted with the protection offered by eBay's Money Back Guarantee, preferably before starting to buy or sell here.

A seller cannot refuse to accept returns if/when the buyer opens an item not as described case.

You have 30 days after receipt to do this with eBay.

Go to your My eBay> Purchase History and locate this item.  In the drop-down menu, select "want to return", for reason, select "not as described". That alerts the seller that you want to return.

You then wait 3 days for  reply from the seller.  On day #4, if that has not happened, you return to the case and ask eBay to step in.  Did you actually open a case, or did you just contact the seller?

You are well protected by the MBG if you adhere to its directions.
