Maybe I am missing something but why do people return things for reasons like changed mind or doesn't fit. They pay return shipping and I don't refund shipping. In this instance the the dress sold for 11.50 plus shipping of 7.98. They will have to pay another 7.98 to ship it back and I will only have to refund $11.50.
I also think that if a buyer requests a return saying it was an error on the sellers end. WE as sellers should be able to defend before the return is approved.

Maybe they don't live in an area where there are retail stores and it's more convenient and cost effective to buy, try on and return items (and lose some of their original payment) than to spend $30 in gas to go back and forth to stores to do the same.
And they don't want to be bothered with trying to resell their items that don't work out.
They're willing to pay for the convenience of online shopping and never having to leave home to do so.

Many of those buyers are infrequent buyers of clothing on Ebay, and some are on their way to being former Ebay buyers.
Eventually, most of them will figure out that they would do better paying a little more from a full service retailer with free returns and free shipping.

they would be better off donating or even tossing than to pay 15.96 to get 11.50back
