If you are doing the return through the Money Back Guarantee, and the eBay returns process, then the seller must provide you with a shipping label to return the product. You DO NOT pay for this.
Some overseas sellers need you to purchase the label on their behalf, but they must send you money for the label BEFORE you purchase it. (You can give them a quote from the USPS that has tracking all the way back to the address they provide for the return.)
If the seller does neither (provide you with label, or provide you with funds), then eBay will give you the option of "asking eBay to step in". And, they will force the refund.
Many off-shore sellers will try to manipulate you. There is no need to communicate with them, except to let them know that they need to provide the shipping label or funds for you to buy a label.
