What was the original estimated delivery date?
You have 30 days from that date to open a case on Ebay.

You'd have to be able to turn back time and open a Return on the first (broken) one, then have purchased another from the seller to open a Return on now. See if you can get the seller to offer to refund your money again. You don't want another 'new product'... because that didn't work out at all, no?

I messaged the seller and he hasn’t responded yet but that’s what I asked!

I ordered the first one August 12 and I opened up a return bill and I have until November 19 but the seller said he will make it right so I trusted it and now he ordered me the wrong radio

If you had until November 19, you're too late because it's now November 27.
Your mistake was in trusting the seller to do what he said he'd do.
You can try filing a dispute through Paypal but if the seller wants the item shipped back to him in China, it might cost more than the amount of your refund.

Sounds like it's to late to do anything on Ebay now.
If you paid with Pay Pal, they give you 180 days to open a case or open one with your payment source.

International sellers are responsible for return shipping money UP FRONT if they can't provide a shipping label, or a refund and tell you to keep it. What use is returning a broken item?
You should never agree to a replacement because it could also arrive not as described. THEN WHAT?
If the seller wasn't sending you shipping money to return it you needed to ask eBay for help.
eBay would've refunded and told you that you didn't have to return it.
If you paid on PayPal go there and file a dispute, but first go here and sign up for free returns.
