I returned an item that was not as described and was charged shipping not to mention tax. I never should have been charged for either, if item is not sold then there is no tax , item not as described(doesn't fit ) should get a full refund. If I go back to find copy of shipping label or tracking number I get nothing. None of this is ok with me , if I can't get resolution I will stop using this service. What is even worse is the way Ebay is treating their customers, no one answers a phone , terrible practice. I plan on calling attorney general about how this is working.

The shipping/tax was explained upthread and no mistake was made.
Original shipping $40 and tax on that shipping $3.80 does not get refunded on remorse. Neither does return shipping. In total that's the $83.80 you said was withheld.
Item cost + tax on item cost were refunded to you. That's considered refunded in full on a buyers remorse return.
As for contacting CS @f-n-goofy if you click the link in my last post there is a callback option. eBay CS hasn't accepted incoming calls for 3.5 years, but you can request a callback. You can also use the chat feature and type "agent" in the chat window. The third way to contact them is sending a DM through their social media channels - ebay on facebook or askebay on twitter. Hopefully one of those avenues will help.

You might want to read up a bit on how ebay works before you post stuff like that.
You absolutely will not be suing ebay for paying shipping and sales tax.

Thanks, your answer now makes detour me. My fault for returning it with the wrong verbiage. Still upset about the way it was listed incorrectly, not happy that I ended up in this situation. Again thanks and I now understand how this happened.
