I purchased a watch that does not keep the correct time. I have tried to contact seller about a refund. He closed the site for me to do this . How do I get a refund?

You don't have to contact the seller... it's automated. Press the big, blue 'Return this item' button and cite 'Doesn't match photos or description' or 'Received defective item' (or whatever the verbiage), then confirm and submit the claim.
Your seller will either refund without a return, or will provide you with a return shipping label. If you get the label, send the item back for a refund. If the seller hasn't responded to the claim by the date in the case timeline, escalate the Return to eBay. The eBay MBG is iron-clad for buyers, when used properly. Good luck.

If you were beyond the 30 days after the delivery date, the seller does not have to accept the return request. You made it sound like the seller refused and closed your return request. Is that what happened?

I don't think a seller can close a Return request, @hal-norma. When you say, "He closed the site for me to do this"... that's not true, as I know the seller didn't close the site. Is the seller now NARU? Can you come back and tell us more?

Do you mean that the seller is no longer registered on Ebay? Come back here and explain more. You do have options.
