With the ever increasing cost of shipping the time has come for Ebay to allow the deduction of shipping  (where the seller offers free shipping) when the buyer wishes to return an order. At this time the seller has no option but to refund the entire purchase value rather than being able to deduct the original cost of shipping.

I haven’t heard of any company that withholds a ‘free shipping’ charge with a return.  [That would mean the shipping wasn’t really ‘free’.]  

Have you considered charging for shipping so that you could withhold the shipping cost under certain circumstances?
