Ebay is making me refund MORE to a buyer than the original agreed upon refund!

Without more details I'm guessing it is most likely the tax that you did not receive and will not be responsible for.
Does it matter? With a name like that, I'm sure you will endear yourself to a whole slew of new buyers.

you offered a partial refund: they did not accept it through the case so ebay refunded the full amount and charged you.
Other comment on your name, you might say is advice. Or you might not...

They charged way more than full amount! I supposedly only received $526.00. The $26 being the shipping cost which turned out to be not enough and cost me out of pocket aroukf $20 after that as well for around $45. Plus the return shipping charges paid by me, another $45. So why is the buyer getting $577.00 now?

I think it is more that your user id does not instil confidence to any buyer looking to buy from you. You may think eBay sux, and that is your right, but in announcing it in your user name, a buyer would likely think - oops I am out of here, so it is only hurting you.

Actually I have no issues selling and my username used to be e.b.a.y.s.u.x.s. then ebay made me change it because it hurt their little feelings. So, I've had issues with ebay for a very long time!! My issue is with ebay giving all the leverage to the buyers. So, it's a scammers market. This is the final time I sell on eBay. That's it I'm done!

And that's a big problem. Part swapping is one of the biggest scams on eBay and since it favors the buyers over the sellers. It's not worth selling items that can be buy and switched out. Leaving the seller with a broken item.

@Anonymous is correct.
On OP's $500 sold listing, the cheapest shipping is $26.02 which is for an address in California. So the buyer also had to pay sales tax, and they get the sales tax back as well.
So the buyer gets their full payment back of $577.00 (if OP's number is correct). eBay deducted the sales tax from the payment, and eBay refunds the amount of the sales tax. IIRC, the seller has to fund the full amount of the refund including sales tax, but eBay will credit them for the tax. That is approximately 10% sales tax, or nearly, which is correct for some parts of California.

Are you in Managed Payments yet?
If not, and you are still getting paid through PayPal, PayPal doesn’t refund their fees anymore when you refund. So essentially, a full refund costs you what you received + PP fees.

You might have received $526 but the buyer may have paid sales tax to eBay so when a refund happens for the full amount it will be more but you are only on the hook for $526. The $51 eBay is on the hook for.
The other $51 is most likely tax. That is around 8.8% which is a normal amount for sales tax. You should be able to look at the amount eBay collected in sales tax by going to the Orders tab and clicking on All Orders on the left hand side. If you click on the Order Number, it will show you the Sales Record which has a line for Sales tax (eBay collected). It will also have a total at the very bottom of what the buyer actually paid.
