Ended up returning an item as a seller hasn't shipped in days and I ended up finding a better price. Ebay is now charging me for a shipping label and returns even though the seller hasn't even shipped it yet. Is this normal?

You filed the wrong type of dispute. 

You should have filed INR (item not received) rather than requesting a return.

Am stuck at wondering how you could have returned an item that the "seller hasn't shipped in days".

Comparison shopping needs to be done before committing to buy.
