So i am a new seller, and i sold a item worth around 1,000$. The buyer wants to return the item so i accept the return and when i try refunding him it doesnt process, all of the funds from that purchase are still on hold on my ebay account and i researched online that you can only issue refunds with processing or available funds. I dont have another payment method to issue the buyer that 1,000$, so what do i do? The buyer has just asked ebay to step in.

New sellers have their funds held for 30 days.
You need to specify/add a payment method for seller fees that aren't taken from the buyer's payout, such as refunds. Add a debit or credit card for seller fees. You'll get the money back when their payment becomes available.

BUT!! did you get the item back FIRST??
Do NOT refund until you have the item back. Buyer is to open an 'official' return, which you approve and when you 'get it' then you refund.

While the funds are being held, you have to cover any refunds.
When the hold is released, the funds will be sent to you.

You do not want ebay to step in.
You need to refund asap.
Use yuor backup payment source that ebay required you to add.

Once buyer asks eBay to step in, the funds are frozen. You probably didn't accept the return within the required 2 days, so that happened.
To avoid getting a Defect mark on your account AND not getting your item returned (when seller does nothing, eBay forces the refund and you won't get the return):
Contact eBay Customer Support immediately
Tell them this is frozen. Ask them to accept the return RIGHT NOW. You want to accept the return but can't because it's frozen. Customer Service can make the request on your behalf. That will stop the forced action from eBay.
You will be forced to refund the money either way. If eBay has to step in, you will not get the item back. Hurry, contact them.
