I want to return a defective item but the CONFIRM RETURN button is not working. Seller CONTROLLING ?

How to get help from EBAY?  Typed request for help got nowhere. I feel I am being scammed by seller.

When a buyer receives an item that's not as described (as in defective), the buyer has 30 days after receipt to open an item not as described case with eBay.

Did you do that?

OP has already gone down the path to start a return request, but the Confirm return button is disabled at the final step.

To learn how returns work @soh.maryl please read the eBay Money Back Guarantee for buyers (there isn't a version of the MBG for sellers, or anyone else).

Have you uploaded a photo of the item? If not, that could be why you’re not able to complete the process. 
ETA: The seller has no control over the confirm request button.
