That's a violation of Federal law -- don't do it!

 

The value is what you originally paid to the seller -- don't lower it, so that the seller can avoid fees!

No do not do that.   You would be breaking the law.  Also, you risk the item being seized by customs.

General question.

Might there be a specific form for returning an international purchase that would, in the end, allow the cost of VAT or customs fees be returned to the buyer and the other thing, the seller not having to pay those same costs on his end?

 

 

Seems the seller shouldn't have to pay VAT or customs fees for accepting a return.
