How to resolve a Issue with Buyer

I was wondering how to resolve this issue especially when Seller doesn’t Communicate at all and I asked when they’ll ship my item out,and has rejected my refund and still refuse to refund me

Stop communicating.  What is the latest estimated arrival date?  Give it an extra 24 hours and OPEN AN ITEM NOT RECEIVED CASE.  Watch how suddenly the seller may want to communicate.  If they ask you to close the case, do NOT do that. Do NOT accept anything from them except a refund. No need to communicate at all once you open a case. You will return to the case by the deadline that ebay gives you and if you do not have your item or your refund, you ask ebay to step in and they will give you the refund.

You can NOT do anything before the estimated arrival date. You will find this date by looking in MY EBAY.  Then look under PURCHASE.

Buyers cannot cancel orders with the exception of the first hour after buying and only if the seller agrees. Learn to see the estimated arrival date and if you can NOT wait that long, do not buy.

A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

Have a great day.

The seller did not close the request because you can't open one until the item arrives.   The seller denied giving you a refund but once you open a case,  the seller must provide a tracking # that shows delivered or  he will have to refund.  If he does not, you go back to the case on the 4th day and ask ebay to step in (escalate the case.)  Once ebay escalates, the buyer is refunded.  Ebay will then seize the money from the seller.
