When I try and open the refund page it is the only page on the whole of the ebay website that does not work. I tried and went through the help page and found a place to send an email, but nobody responded. I now have an item that has arrived and it has been destroyed during shipping or by the seller. I now don't know what to do to get a refund. Is there a way the seller could initiate the refund or what do I do?

There's no "refund page" for buyers, but you could open a Return request. Find the item in your Purchase History and press the big, blue 'Return this item' button. Cite that the item 'Doesn't match description and photos', Confirm and Submit.
You'll either receive a return shipping label (and a full refund after returning the item) or a refund without a return being required... it's the seller's call. If you have neither after 3 days, return to the case and escalate it to eBay.

I do this and like I said it shows a blank page. I am attaching a picture, hopefully you can see it. I have tried multiple devices and browsers and on each it shows the same thing. There is just a blank page. What should I do? Every other page on Ebay works apart from this one.

You might do better asking your question on eBay's Eu site; however, that picture doesn't look like your Purchase History page. You want to click on My eBay> Purchase History, find the purchase in question and use the drop down menu to find "return" and use as the reason "not as described". Find that and click on it.

Awesome idea. I tried and switched the language to English to make a new screenshot for you guys and it actually now works. So there might be some bug. I was able to put in the return. Thank you

Good going! Keep an eye on the timeline and if the seller doesn't satisfy you, escalate it to eBay. Good luck.
