In your My eBay >Purchase History, find the record of this purchase.
There will be a drop-down menu of actions you can take. Find "item not received" and click on it.
After that, you wait 96 hours for a reply from the seller.
No reply by then? Go back to the case you opened and ask eBay to step in so you can be refunded.
You have 30 days past the estimated delivery date to do this with eBay. If that deadline has expired, you will need to open a case with either Paypal, if that's how you paid, or do a charge back with your credit card.
