Recently I returned iphone 11 but I didn t use 'free return label' EBAY provied ..
I returned it from my country by FEDEX .. it costs about $24
EBAY says I may not be compensated on personal returning
but I try to give the return shipping receipt and wanna get a compensation
let me know how to give the receipt to EBAY CS center

I'm confused. Your profile says you are in the US so what do you mean by "returned from my country". WHERE are you actually? WHY didn't you use the eBay label that was sent to you? By stepping outside of the protocols you only hurt yourself.
Unless the seller takes pity on you and sends you the return charge I am afraid you are out of luck. And if the eBay return label was significantly less than $24.00 then the seller is not likely to pay you the higher amount.
The lesson to be learned is to learn and follow the protocols.

Noted that eBay/ seller fulfilled their obligation when they provided you with a pre-paid / free return label.
Noted that you decided not to use this pre-paid label that was provided and instead you decided to purchase a label from a different postal service provider.
In my experience when a buyer does not use the label that eBay/ seller provides, and buyer wants to use a different service or postal service provider then buyer is not entitled to / should expect to recover / be compensated for these postage cost.

its risky business to use your own label
if the return does not show up then you will not get a refund
lost packages for returns is the problem of the one who purchased the label
that1s the reason to always use the sellers return label
you are on the hook for the cost of the label now and the responsibility/risk has now shifted to you

Who pays return charge ? EBAY or seller ? I m a foreign buyer from Korea and used a shipping ageny in DE,U.S.
Many foreigners make up a large portion of ebay buyers, it is true .. so I think EBAY should pay for 'FREE RETURN LABEL's value. I wrote in ebay feedback.
I wanna submit the return charge receipt to EBAY CS center .. I can t find the route to CS center

Actually @kk2845jason neither eBay nor your seller are required to pay for your return shipping, regardless your return reason.
While individual sellers may allow your return, and also reimburse your return shipping, because you reshipped your purchase using a freight forwarder, you are actually not covered for any returns.

if you tell paypal before November 27th, "return shipping on us" will be up until then.
as for your other question regarding how to get to CS,
i have a map to get through the help topics, its always the same. Help & Contact} Contact us} Buying} How buying works} Chat with us} then have your question already typed out & ready, then type help or your issue into the window if it fits, & start the chat. never email them after hours as i have never gotten anything but irrelevant copy/paste responses to hot words from my first scentence.

The seller is only responsible for return shipping from where the item was delivered.
Did you use a freight forwarder?
If so, you're responsible for getting it back to the freight forwarder.

You state that you had the item delivered to DE,US.
Contract/ agreement between you, seller and eBay is limited to delivery address.
Item being forwarded / sent to a different location/ country has nothing to do with seller and or eBay therefore all risks and expenses including postage costs to return the item are your responsibility.
You must realise that you are not covered for any damage or loss occured if you the buyer had the item forwarded using any third party.
My recommendation would be to allow seller to ship to you in Korea directly (No freight forwarder invloved) and I would give preference to seller who ships through eBay's GSP. This may cost more but avoids any arguments/ problems regarding returns.

If you are in Korea, then you location should say that when looking at your profile, not USA. Yes, you can be registered on eBay USA site to buy and sell but need to show your actual location.

If you used a freight forwarder, that's supposed to void your MBG.
You pay to ship it back to the freight forwarder.

I'm sorry but you are SOL. I understand that as an international buyer, you can't purchase from sellers who don't ship outside the US so you chose to use a freight forwarder.
But in doing so, you voided your buyer protections in the event that the item was NAD. But since you didn't mention it, I assume you purchased from a seller with a free return policy. But the requirement would have been for you to return with the shipping label provided, something you didn't do.
Sorry but you won't get nor are you entitled to reimbursement for the label you chose to use.
