I know how to do a refund, no problem. However I have a buyer who return a LV Pouchette, and used his own label . The item was received , but I have no way to refund him because "the system" keeps saying waiting for him to return the item. I have uploaded the tracking number he used, but it doesn't make any difference.
So today I call and get the same repetitive drill. How many times do you have to explain to someone what you need to do, and they say "we have to wait until he returns the item"........duh........But I told you CS reprep who puts me on hold for "2 minutes while I study the notes".....still comes back and says "we have to wait until it comes back"
This buyer has been patient, but I want my fees back, and I cannot just do a random refund.

Look in my ebay and then look under orders. Find the transaction. There should be something on the left that if you click you get options. Click it and refund the amount that you have to do. The fees should be returned. Everything except the 30 cents. Now you can not reimburse him this way for the return label. If you want to refund him that you need to get his paypal email address and go to paypal and send the refund. Or you email the buyer and tell him that you will be refunding him by mail and send a check, money or cash (if it's a small amount . Do NOT send coins.)

I get the same message, and did what you said.

I called ebay again, told the same story, and was told to "offer full refund" and I would get my fees back.
Since I have never had a situation where is system would not let me refund the normal way, will this work?
Better to ask now than be surprised later.

Find the return on this page: https://www.ebay.com/sh/ord/return
Click see details.
On the next page, you should see an option near the bottom - can't remember if it's off to the right or in the main section - but it will say you can refund the buyer now. Click that link.

If you're talking about "send refund" under the actions menu on the orders page, that will not work while there's an open return or INR on the transaction.

You are missing my point. How do I assure I am getting my fees back.

Follow the instructions I posted above and refund through the return. Fee credit will be automatically applied when you refund the buyer.
If you're applying a deduction, then a credit of fees will depend whether it was a remorse return or a SNAD claim.
Assuming this is a standard remorse return, the fee credit is automatic.
