You have one feedback as a seller from over a year ago.

Are you in managed payments?  Did you update your automatic payment method for payouts?

Then you have to have a payment method for seller fees that aren't taken from your payouts.

Then when you refund through eBay they refund the buyer with funds that are available in your checking account, or in the process of being paid out if they're still withholding the funds from you. eBay refunds the buyer in full but the .30 transaction fee is charged to the method you attach for seller fees. 

(This is the same in Canada and in the US)
