I’ve requested a return for an INAS, but changed my mind. I asked the seller if they would give a partial refund instead and they agreed to. They’ve now told me that the only way that they can send a partial refund is if I cancel the return request first. Is this true?

No, it isn't. If you cancel the return request, then the seller will not be able to send you a partial refund, and you won't be able to open another case or request.
One of the seller's options, to respond to a return request, is to offer you a partial refund. They can only do it once, and you have to accept it within the stated time limit, or it will be rejected automatically I believe.
