Ebay return process, getting more difficult

I have been on ebay for along time and both buy and sell. Whenever I buy something and there is an issue, opening a return used to be a simple process. If the item was not as described or damaged, opening a return would immediately produce a return shipping label and I could easily send the item back. Lately this has not been the case. I have purchased 2 items from the same seller, different transactions, and both were not as described. A return was opened, and I got the normal, "the seller should respond within XXX days". A day later I received a notification that said ship your return. I also received emails that said here is your return shipping label. The problem is, there is no shipping labels. The emails just redirect me to the return request that say "the seller let us know they sent you a return shipping label, if you haven't received it, contact the seller. Then send the item back by XXX days. What am I missing here? I opened a different return a week ago from a different seller and opened a return and right away received a return shipping label. I was always under the impression return labels were automatically generated by ebay. Has something changed? Yes I contacted the seller about this, but not really sure what they are going to do.

I was always under the impression return labels were automatically generated by ebay.
It could be that the seller has added 'RMA Number' to his Return preferences. That way, the seller can eyeball the Return request first.

That’s funny because when I want to return something I buy from many stores online, the entire process can take WEEKS until I am refunded.

I contacted ebay on the matter and the rep said he would put both cases on hold for 5 days to give the seller time to respond or issue shipping labels. A day later, I was given refunds for both items. Never heard from the seller and he never responded to any messages sent.
